The purpose of this section is to look at the development of the underlying theory of cost of crime estimation and at the evolution of cost of crime estimates. This incorporates a bibliography on the costs of crime that complements the Costing Principles and Methodology section.
A further purpose is to review the awareness of EU criminal justice policymakers of cost of crime methodology and estimates. It reports on the results from a survey enquiring about the degree to which policymakers are required to prepare appraisals or (economic) evaluations of policy and have access to the requisite cost of crime estimates.
