The scope of criminal law and criminal justice systems varies enormously across countries. For most purposes the classification of offences within a country is driven by the legislation defining them. There is more discretion when it comes to identifying broader types into which specific offences are grouped.
The grouping of specific offences into broader categories may reflect many things including a country’s political priorities, the way citizens are accustomed to thinking about crime and the conventions or standards employed by the agencies responsible for recording crime.
